Prior to her current assignment, Ms. Kugler was assigned to the Joint Special Victims Unit, a specialty unit which partners the Ramsey County Attorney’s Office and the St. Paul City Attorney’s Office to prosecute sex trafficking, high risk/high lethality domestic violence and sexual assault cases. She has focused on victim related crimes throughout her 27 year career, working both as a civil litigator and prosecutor, and has successfully prosecuted many multi-defendant sex trafficking cases resulting in some of the state’s largest sentences for convicted offenders.
